EU vs Non-EU Students

The process differs significantly. This guide focuses on Non-EU students.

The complete Non-EU process

Follow each step in order. Missing a deadline can mean waiting an entire year.

Choose Your University
Non-EU only By end of May

As a Non-EU student, you can only apply to one university per year. This is the most important decision you will make in this process. Think carefully — you will be living in this city for the next six years.

Universities are often grouped by their historical cutoff trends. These tiers are based solely on cutoff history, not academics. The quality of medical education is consistent across all Italian public universities.

Tier 1 — Major Cities
Milan (Statale, Bicocca), Rome (Sapienza, Tor Vergata), Bologna
Tier 2 — Academic + North
Pavia, Parma, Padova, Turin
Tier 3 — Lower Cutoffs
Catania, Messina, Marche/Ancona, Cagliari, Bari, Campania LV, Federico II (Naples)
Cutoffs are unpredictable and can shift year to year. Finalise your choice by end of May and immediately check your chosen university's specific pre-enrolment deadline.

Pre-Registration
Some universities only June – July

Some universities require an additional pre-registration step on their own website, separate from the Universitaly portal. In 2025 this was required for Messina, Marche, and Pavia. Requirements can change year to year — always verify on your university's official website.

For Messina, a minimum of 70% in your schooling is required to be eligible for pre-registration.

Pre-Enrolment on Universitaly
Non-EU Mandatory June – July

This is a mandatory step for all Non-EU students. It acts as a connection between you, the intended course you want to enter, and the embassy or consulate you will apply to for your visa. This step is done on universitaly.it.

Deadlines differ by university and are usually in June or July. Some universities remain open until the day of the exam — but do not rely on this. Check your specific university's deadline as early as possible.

Documents required for both pre-enrolment and pre-registration:

  • Valid Passport
  • High school certificate proving 12 years of schooling
  • MOI (Medium of Instruction certificate) or IELTS — not compulsory for pre-enrolment but useful. Compulsory for Final Enrolment.

Apply for Regional Scholarship
Highly Recommended June – August

Regional scholarships (handled by the regional scholarship agency of your university's region) can fully cover your living expenses in Italy. Deadlines and requirements vary by region, so check early. Documents differ from country to country — the main documents required are usually a family composition and income certificate and a property certificate.

Book Your IMAT Slot and Sit the Exam
All students Usually first week of September

IMAT slot booking is done on universitaly.it. Your pre-enrolled university should be your first choice while booking your slot. The booking fee is €120. This is separate from pre-enrolment — both are required as a Non-EU student.

The exam is 60 questions in 100 minutes and takes place on the same day across all exam centres, usually on 17th September. Results and rankings are published within a few weeks.

Results and Rankings
After the exam

Results are released in stages after the exam. If you rank within the available seats for your chosen university, you will receive an offer of admission.

DOV / CIMEA — Proof of 12 Years Education
Non-EU Mandatory After results

Italian universities require official confirmation that your 12 years of education is comparable with 12 years of Italian schooling. This is done via one of two routes:

Declaration of Value (DOV)
  • Issued by the Italian Embassy in your country
  • Submit your original high school diploma (HRD/E-sanad needed for India)
  • In India, can only be granted after you have the admission letter
  • Free of charge
CIMEA Statement
  • Done entirely online via the CIMEA website
  • Cost: approximately €300 (33,000 INR)
  • Processing time: 2–4 weeks
  • Accepted by most Italian universities as a DOV alternative

Student Visa Application
Non-EU Mandatory After admission letter

Once you have your admission letter, apply for an Italian student visa at your local Italian Embassy or Consulate. Requirements vary slightly by country but the core documents are consistent.

Cover letter explaining your purpose of study
Financial proof (for Indian students) — approx. €7,000/year × 6 years = €42,000 in demonstrated income and funds
Bank statement (last 6 months) — healthy, consistent transactions. Not a lump sum deposit.
Sponsorship letter justifying your source of income
Health insurance valid in Italy
Accommodation proof (hotel booking, rental agreement, or university housing letter)
Valid passport (at least 3 months validity beyond your stay)
Certified academic documents + DOV or CIMEA
Flight itinerary + completed visa application form + passport photos
Visa fee: approximately €50–€100
